Spot @ Myra travails, legal challenges continue

Council receives update on five-story concrete structure

The concrete parking structure east of Dallas Medical Center will continue to remain in limbo for the foreseeable future.

The Farmers Branch City Council received an update Jan. 7 about the structure, also known as Spot @ Myra, located at 12150 Medical Parkway from Director of Economic Development, Tourism and Planning Perla Travera at the request of City Councilmember Omar Roman.

The original conceptual site plan, which was to have an entrance off Myra Lane, just north of Medical Parkway, included 306 units with three subdistricts of uses, Travera said.

The first included office, hospital, medical and dental laboratories, a nursing home, wellness and rehabilitation center, day care center and parking. The second was a multi-family dwelling restricted for independent senior dwelling. The third was to have single-family detached dwelling units.

The detailed site plan was adopted in September 2020. In March 2021, plans were approved by the city and released for construction.

The city contacted the developer, MarketSpace Capital LLC, in December 2023 about stalled construction, according to former Public Works Director Ryan Sartor, in a study session presentation to city council on Feb. 20, 2024.

At that time, Sartor said there was “gaping hole for the storm sewer and incomplete storm sewer,” which in addition to being a safety issue was noncompliant with the Environmental Protection Agency’s Stormwater Pollution Prevention Program.

There were also safety issues with Medical Parkway and changes to specifications required for “adequate cover with load-bearing material,” he said.

MarketSpace Capital, a private equity firm based in Houston, filed for Chapter 7 Bankruptcy in the U.S. District and Bankruptcy Court, Southern District of Texas, on June 6, 2024, and appears to be wrapped up in multiple legal proceedings.

To complicate matters, according to the Dallas Central Appraisal District, the land is owned by Prime A Investments LLC, which is an affiliate of Prime Healthcare, which owns Dallas Medical Center.

However, during the update, Mayor Terry Lynne asked the public not to blame Dallas Medical Center about lack of progress on the Spot @ Myra.

“It is very important for people to know Dallas Medical Center has nothing to do with the Spot @ Myra development. Dallas Medical Center is owned by Prime Healthcare. Prime Healthcare also was the original owner of the property that is in dispute, in terms of the development. They are two separate things. Please don’t confuse the lack of progress on the Spot @ Myra as a reflection on Dallas Medical Center, because that would not be correct. I want to make sure everybody understands that.”

The city’s public works department completed paving and drainage improvements in November 2024 that cost the city $2,211,575, Travera said.

City Councilmember Omar Roman said he asked for an update and to find out if any other developers had expressed interest in the property.

“I wanted to make sure we were vetting any and all options to try to recoup some of our money,” he said.

Travera said she’d been contacted by one developer, and Lynne said he’d been contacted by three developers, but didn’t give the names of the developers to anyone.

“That property is still owned by MarketSpace, and they have to work out their legal issue with Prime,” he said. He said he didn’t think it was appropriate for the city to discuss private property with other developers, that it was prudent for the city to wait and see what would happen.

He echoed Roman’s concern about the taxpayer cost of the infrastructure on the property.

“My biggest concern as a mayor and resident of Farmers Branch is recovering the $2.139 million that we spent to making drainage and street repairs to Medical Parkway. As the legal issue continues to work out, we will be taking action to recover our money.”
