Addison approves contract with VIA for mobility services

At its March 24 meeting, the City Council approved an agreement with Via Transportation Inc. to provide on-demand micro-transit and paratransit services, branded as Addison Orbit, for an initial six-month term in an amount not to exceed $872,231, with an option to renew for an additional term.

Service will launch April 24, with both micro-transit and paratransit operating seven days a week from 5am to midnight. The program includes townwide on-demand service, ADA-compliant paratransit to all DART member cities, and connections to nearby DART stops just outside Addison’s city limits. Riders may schedule trips through either the Via mobile app, DART GoPass, or by phone.

Rally points (nearby DART stops) include:

  • Knoll Trail
  • Verde Valley and Noel
  • Trinity Mills and Addison Road
  • Belt Line and Venture
  • Spring Valley and Montfort
  • Midway and Alpha
  • Downtown Carrollton Station

The agreement provides services including vehicles, drivers, technology, and data reporting, with performance standards such as average wait times and door-to-door service for residential users.

The contract includes a provision allowing the Town to terminate the agreement without penalty if voters choose to remain in DART following the May election. Funding for the service is supported through the Streets Self-Funded Projects Fund as part of the FY2026 budget amendment.

Town approves next step for Addison Junction

At its March 24 meeting, the City Council approved a professional services agreement with Kimley-Horn and Associates in an amount not to exceed $2,349,425 for the design of public infrastructure associated with the Addison Junction development near Addison Circle Park. The scope of work includes project management, civil infrastructure design, and streetscape, sidewalk and trail connections, landscape, lighting, parking lots, and park design services.

Rental registration program achieves inspection goals

Assistant Director of Neighborhood Services Ray Mendez presented a first-year recap of the Town’s Rental and Lodging Registration Program, which was adopted by City Council in November 2024 to promote safe and healthy conditions across all rental properties. Since launching in January 2025, the program has registered and inspected single-family, multi-family, and hotel/motel properties throughout Addison, many of which had not been inspected since initial construction.

In its first year, the program achieved full registration and inspection of all multi-family and hotel/motel properties, along with dozens of single-family rentals, identifying common issues such as smoke detectors, electrical hazards, and maintenance needs. Staff worked closely with property owners to resolve violations, with many properties successfully coming into compliance.

The presentation also highlighted lessons learned during the first year, along with process improvements underway to streamline inspections, enhance data tracking, and strengthen communication with property owners moving forward.
