At the Feb. 24 Special-Called Council Meeting, the City Council of Farmers Branch voted to move forward with participation in the General Mobility Program (GMP) Interlocal Agreement with the Dallas Area Rapid Transit (DART) and to formally rescind the previously ordered election that would have asked voters to consider withdrawing from the regional transit system.
This decision was not made lightly. The City Council undertook a thorough and deliberate review of the financial, legal, operational, and regional implications associated with both remaining in and withdrawing from DART. At every step, the guiding principle was clear: the City of Farmers Branch will protect the best interests of its residents and businesses above all else. That commitment is non-negotiable and remains the foundation of every policy decision made by this Council.
Farmers Branch has consistently supported mass transit as a regional investment that strengthens workforce mobility, supports economic development, enhances access to employment centers and contributes to overall quality of life. However, the City has also been equally clear that support for transit must be matched by accountability, fiscal discipline and equitable investment in our community. Raising concerns and calling for improved governance were not a departure from regional partnership; they were an exercise of responsible stewardship on behalf of our taxpayers.
As one of thirteen member cities in the DART service area, the City of Farmers Branch carefully evaluated the broader financial structure of the system, including long-term debt obligations associated with rail infrastructure and federally funded assets. Statements by DART leadership highlighted potential risks associated with withdrawal, including continued statutory sales tax obligations, possible loss of funding allocations, ongoing bond obligations and operational uncertainties. The Council also considered the reality that certain financial obligations would remain regardless of service status, potentially exposing the City to fiscal risk without corresponding benefit.
After weighing these factors, the Council determined that remaining within DART at this time is the most prudent course to safeguard the City’s financial stability and protect taxpayer dollars. Rescinding the withdrawal election reflects a strategic decision based on comprehensive analysis, not politics, not pressure, but responsibility.
Through participation in the GMP Interlocal Agreement, Farmers Branch will receive a defined allocation of DART sales tax revenue over a structured six-year period to fund locally directed mobility and infrastructure projects. This provides meaningful flexibility and the ability to prioritize improvements that directly serve our residents and businesses. It strengthens the City’s capacity to invest in streets, traffic operations, pedestrian connectivity, and other transportation enhancements while maintaining regional access.
At the same time, remaining in DART does not signal complacency. The City will continue to press for stronger governance, increased transparency, improved service reliability and equitable capital investment. The City of Farmers Branch will advocate for measurable performance standards and responsible financial management within the regional system. Our continued participation gives us a seat at the table to influence reforms and ensure our community receives fair value for its contribution.
The City Council’s action underscores a broader commitment: every major decision will be evaluated through the lens of fiscal responsibility, legal prudence, and long-term community benefit. Farmers Branch will not hesitate to ask difficult questions, demand accountability, or reassess participation in regional partnerships when warranted. Protecting the interests of our residents and businesses remains paramount to us.
