Addison budget hearings continue as water gardens repairs move forward

Addison's proposed $132.8 million budget includes a one-cent reduction in the property tax rate, while a separate city council action will bring repairs to the Addison Circle Park Water Gardens this fall.

The city council held its first public hearings on the proposed fiscal year 2027 budget and property tax rate at a special meeting Sept. 1. The fiscal year runs from Oct. 1, 2026, through Sept. 30, 2027.

The proposed budget prioritizes public safety, employee compensation, pedestrian and street improvements, parks and facilities, and major utility and infrastructure projects. The $57.7 million capital improvement plan includes design and the beginning of construction of a new voter-approved police facility, along with progress on voter-approved reconstruction projects on Quorum Drive, Montfort Drive, Keller Springs Road and Airport Parkway.

For the third consecutive year, departments identified opportunities to reduce ongoing costs and generate additional revenue. This year's efforts total approximately $502,847 in recurring savings and revenue.

The proposed property tax rate is 59.81 cents per $100 of valuation, down from the current 60.81 cents. The town estimates the average Addison homeowner's annual property tax payment would decrease by $31.23. When proposed water and sewer rate adjustments are included, the combined average annual increase is estimated at approximately $3.

A second public hearing on the budget and tax rate is scheduled for the regular City Council meeting Sept. 8.

At its Aug. 25 meeting, the City Council approved a $145,676 construction agreement with Sunbelt Pools Inc. to repair the lower pool at the Addison Circle Park Water Gardens.

The project will address deteriorating tile, lighting, expansion joints and stonework. The existing tile will be removed, the pool will be resurfaced with Pebble Tec and accent tiles, and the lighting will be repaired.

Work is scheduled to begin Sept. 21, after Oktoberfest, and is expected to be completed by early November. During construction, all of the Water Gardens fountain pools will be drained, and the lower pool and adjacent sidewalk will be fenced off.
